A header above a list or pane: a title on the leading edge, an optional subtitle under it, and trailing actions.
Pass both actionLabel and onAction for a single text action ("See all", "Add"), or actions for several controls. When both are given, actions come first. The title is an accessibility heading. Unlike SectionCard, the header draws no container.
